Francis was born in 1929 in Vienna into a comfortable middle class family and was brought up as a Catholic. His grandparents and parents had all been Jewish but his father had become a Christian aged 24 and his mother remained Jewish but was not practising. After the Anschluss in 1938, Francis was forced to leave school and eventually came to Britain on the Kindertransport.
